Have you tried the simple approach of running strmqm -c "QMGRNAME"
I have seen the same situation several times and running this has cleared it up. It will blow out your system default objects and rebuild them. If this fixes your problem, normally you will see I file created and 43 or 42 replaced or something along those lines.
