I had the same problem and found this:
add this to the path variable
;C:\Program Files\IBM\WebSphere MQ\java\lib

Or wherever you installed it to

It fixed it just right for me.

You need the strmqcfg command, and the java path entry.

I logged PMR 45079 with IBM about this in June. The solution was:

Have you tried the simple approach of running strmqm -c "QMGRNAME"

I have seen the same situation several times and running this has cleared it up. It will blow out your system default objects and rebuild them. If this fixes your problem, normally you will see I file created and 43 or 42 replaced or something along those lines.
