Is it possible for MQ itself to get inhibit a queue? Under what situations would this happen?

Channels will get inhibit transmit queues.

if the channel goes down , xmitq get will be inhibited

You sometimes need to get disable a queue to avoid an infinite triggering loop.

This was added to the MQ-CICS bridges via an APAR on V6.0
