How can you tell from the message set, that if the tag is present in the message then there has to be a value in it?

Let me clarify..I have an XML message coming into a flow and the message will not parse if a certain tag is there but has no value...
This flow was coded by someone else and i would like to know if somewhere something was set to say that this document is not valid if this tag is empty...

if that message is part of a messageset then i would check the element definition/physical properties in message definiton file.

What kind of 'will not parse'? Is the message being parsed incorrectly, or is it going to the failure terminal? Are there any parsing exceptions being thrown?
