I don't know much about broker, but I looked at the Configuration Administration and Secuirrty guide and did a search.
I found this section
Summary of commands on Windows platforms, UNIX platforms, and z/OS

Looks like the equivalent of that command is a USS command called changeflowstats

Hi,

There is no USS command for this on z/OS. It is implemented as a console command.

For example:

/F MQ01BRK,CS <parameters>

So to do this you need to have created and started a broker.
