Maybe these IBM support pacs might help matters.

MO71 - WebSphere MQ for Windows - GUI Administrator
MACV - WebSphere MQ Client for Windows - V5.3

Look it up there is a utility that will allow you to run a file with "runmqsc" type content.

I depends on having Client Access to your mainframe MQ...

if you don't I think you need to use the CSQUTIL program

if you do, check out MO71 and MO72 on the supportpac site!
