Using WF3.4 what is the difference marking a person

AUTHORIZED_FOR PROCESS_CATEGORY 'ABC'
versus
AUTHORIZED_FOR PROCESS_CATEGORY 'ABC' AS_ADMINISTRATOR

What does the AS_ADMINISTRATOR part do and would there be any issues if everyone is marked AS_ADMINISTRATOR?

Authorized for process as administrator gives a user authority to delete, terminate, suspend and resume a process. A person just authorized for a specific category can only create, start and restart the process.
