I'm looking for a procedure to get the Web Client to work with MQWF 3.3.1 and WAS 4.0. fmczutil in 3.3.1 does not have an option for WAS above 3.3, doesn't have the appropriate .skel files and seems be looking for java API ver 3320.

You are right. Maybe you will get what you want in the later version of MQWF.
But anyway you can perform the following steps to achieve your objective:
1. Get the web client for WAS3.5.
2. New an ear file for was40 using AAT, in the ear file, you should create a servlet named "Main" using class named "com.ibm.workflow.servlet.client.Main". (You can find the class in the fmcohcli.jar). And add all the fils under folder "webpages" in web client to the ear file. Use "/MQWFClient" as document root for the servlet.
3. Create a new application server named "MQWF Web Client - fmc" and depoly the ear file you just created to the server.
4. You can invoke the web client using url "http://localhost/MQWFClient/servlet/Main".
5. Then log on as the runtime user of MQWF and do whatever you want.
