I have only one SYSTEM in my SYSGRP.
I have started only 2 instances (which is default) for my Execution server.

1) What happens if I put 250 messages for ProcessTemplateCreateAndStartInstance at one time on to EXEXMLINPUTQ? Is it going to create 250 instances (or) Is there any limit for number of messages you can put at one time?

2) What are the things I need to do to balance the load on WF Server?

the number of messages you can put to EXEXMLINPUTQ is governed by the QDepth attribute.

You can increase the number of execution servers to increase the performance, if your hardware can handle additional Execution servers.

You mean additional systems with Execution server (or) number of instances for one Execution Server?

I am using WF on OS/390.

I have no experience with os/390, but you should be able to increase the number of Execution server instances.
