A FDC is being generated when I attempt to create a QMGR on a Windows 2000 system. I am an administrator on the machine and can create users and grant rights to others, but the problem still appears to be security related. Has anyone else seen this?

When you post an FDC please always post the whole header section....

Whats the probeid and userid on the probe.

As a guess, give the MQ userid (not yours, the one MQ is running under - by default MUSR_MQADMIN unless you have changed it) "Debug Programs" user right.
