Is it neccessary to create an mq workflow cluster during the making of the first configuration of the mq workflow?

Thanks, but i was not clear.
After the first configuration an Mq Cluster will be created?
(It doesn't matter who created it ( me or the utility))
Is it neccessary to have an MQ Cluster?
