surfing the IBM site always looking for a little news found this:

I'm REALLY new at this, which may explain why your explanation of the joke still leaves me clueless.
What is it, exactly, about the fact of the offer being for zOS only make this a joke?

Mike,
I don't know how to explain this best, but I'll try...
It's like walking into a supermarket and find a sign saying "buy your new tires with new brake sets combined and get a 33% discount!!!"
that will get your attention 
at the bottom there is a little sign that's says "for Boeing 747 models only..."
