I am unable to find out what CSD level I am at, is there a file that is updated as you add CSDs to your box?

OS: Windows NT
App: Wmqi 2.1

I think ..u should be able to find out in Progams/IBM WMQI Integrator/service level txt file

HKEY_LOCAL_MACHINE\Software\WebsphereMQIntegrator\CurrentVersion\CSDS Applied\LatestCSD

Note that this value is 1 greater than the CSD level. So if you've applied CSD04, the LatestCSD will be '5', due to the way the product was rolled out.

you can search for a file called memo.ptf. It shows the level of CSD that is present on your system. If you had upgraded your lower version to a higher one, then you will find the memo.ptf file for both the versoins. You can limit your search to the MQ series folder in the program files.
