I haven't used them myself, but IBM does have three newsgroups:
ibm.software.cics.aix
ibm.software.cics.z-os
ibm.software.cics.z-os.soap |

These should be hosted off the NNTP server at news.software.ibm.com.
You can access these over HTTP through the Usenet gateway at www.mainframeforum.com.
You can also get to the various MQ forums from there, to keep this somewhat on topic.
