What CCSID on the z/OS qmgr? 500? 037? Something else?
437 is common on Windows.
Does the MQGET call specify MQGMO_CONVERT?

Please be precise. How do these messages get from Windows app to z/OS qmgr?
Does the app MQCONNECT directly to z/OS qmgr via SVRCONN channel? To a Windows qmgr?
What MQ channels are involved?

I'd guess that its via a SVRCONN channel, as the Message Id has been generated by z/OS (it starts with CSQ and is EBCDIC) and the User Id is the z/OS CHIN address space.

Thinking it's a hoax. CSQ... in MsgId, App type = windows. App can set MQMD fields to any value - MsgId to ‘CSQ …’ before MQPUT.
