Unable to create Broker

I'm unable to register (Create) broker in the Topology. When I rightclick in the left pane of Topology, I don't get popup menu.

Any suggestion would be greatly appreciated

Sounds like an authority problem. Make sure the user is in the correct WMQI groups.
