Hi team,
We have Siebel Infra consuming Mq Services . We are planning to move to Oracle cloud, need to configure MQ on Oracle.
Can you please provide more information and guidelines.
1. MQ Compatibility on Oracle Cloud
2. Guidelines/Prerequisites to configure MQ on Oracle Cloud.

What does the Oracle cloud documentation say about compatibility with messaging software?
What cloud configurations do Oracle offer and which match the configurations MQ can run in?

Pick a cloud configuration MQ can work in and configure it accordingly (network, access, storage, etc.)
