As per your identical question on StackOverflow, you need to install the MQ Client. This library file is supplied only, if the IBM MQ client is installed along side the server component.
The link you supplied in your SO question was directing you to make changes to your pre-existing MQ Server installation to add the MQ Client feature. Unfortunately it was such an old link that it was pointing you to a page in IBM Knowledge Center that no longer exists. This is the equivalent page for more recent versions:-
Modifying a server installation using the Installation Launchpad
Can you follow the instructions on the above page?
Do you have an MQ installation of any kind on your machine? If unsure type:-
and post the results here.
Please try the instructions as above and ask here if you don't understand any of them.
Cheers,

thanks for reply .I installed IBM MQ client redistributable 9.0.0.0 version into my local machine and I can connect to remote MQ using MQ explorer . Now I checked into my local MQ bin folder there is no mqdc.dll file . I posted that question into stackoverflow . So I got suggession that I need to install 9.0.0.4 redistributable client version into my local machine or I have to install client full version . Now I am a bit confused what to do. Do I install 9.0.0.4 full client version or redistributable version or I need to configure server with my client component? Can you give me any clue regarding this? it will be very helpful . |

According to the APAR you referenced:-

So you need an IBM MQ Server install that also has the client component installed. It will not be present, as you have seen, if you only have the client install.
You need to update your server installation to include the client component, as per the link I supplied in my previous answer. Please try following the instructions on this page:-
Modifying a server installation using the Installation Launchpad
And if you have trouble understanding what to do, post your questions here.
