Is there any issue on exporting and importing msg flows and sets between two separate config managers ?

I know that config manager puts an unique id to each broker/MRM object and so it is possible to get an error on conflicting uid during deployment of an imported broker/MRM object if the config manager has already assigned the uid to some other existing object.

For a typical two config mgr scenario (development & testing), what should be the strategy ?
