This was what I tried and it worked. Have DISABLED the chlauth for the qmgr XXX. |

And now anybody can connect and, with a little knowledge, do anything they want to your qmgr.

You should read the other articles by the same author on developerworks where she explains how to grant access etc... not just disable the feature...
