I have a PCF message to create a queue, say 'QUEUE_1'. Broker constructs the PCF message from sratch, then successfully writes it to SYSTEM.ADMIN.CONTROL.QUEUE

The message is sent to the DL queue with 2035 (Not authorized).

Using RFHUtil to read the DL Message off the DL Queue, I can resubmit the message to SYSTEM.ADMIN.CONTROL.QUEUE without alteration and the original PCF request executes and 'QUEUE_1' is created.

Anyone have any thoughts as to why the broker's message is being routed to the DL queue?

PCF messages usually get replies, and usually to dynamic queues.

Not sure why it would be a 2035, but if you aren't setting a replytoq that might be the problem.

Maybe you've done something to completely lock down the default model queue...
