when the zero(0)byte FDC file will be generated?and why?

When something has gone really really wrong.
Hopefully there are other FDCs that aren't empty.
Hopefully there are entries in the AMQERR logs that show more information.
Hopefully you've already opened a PMR.

ok,Thanks mqjeff and i have another doubt can u please give the clarification
How do we find weather the QMGR is writing in Secondary logs or Primary logs by using command?

By reading the knowledge center to find out what commands are available and what commands can tell you information about the queue manager and which of those can tell you about log usage.
And finding a real study guide for the certification exams rather than trying to get free answers here.

The link may be found by searching google for 'mq mqsc command reference'.
The command you are looking for is DISPLAY QMSTATUS. There are several command parameters that affect logs, so you will need to read about the command in the IBM documentation.

Usually this happens when the disk files system runs out of space. MQ can open a new FDC file but it can't write any data.
