Environment

Os : windows XP

message broker : 6.1


BIP1711W: The ConfigManagerProxy is not viewable by user prod\mahesh

An attempt was made to view or manipulate the ConfigManagerProxy with UUID '', but the user who initiated this operation does not have the required authority to do so.

Ask the domain's administrator to grant your user ID the necessary authority to perform the requested action.

Can you someone please help me to resolve this issue...

There is the solution. The requirements are detaild in the documentation.
You are using an out of support software package on an out of support OS.

Most of us here have wiped V6.1 information from our memories. We are just 2 months away for doing the same for V7.0.
As a reault I hope that you are just preparing for migration and not doing any seriou development on 6.1
