I suspect what Bruce is saying is that these attribute have completely different meanings and descriptions.
One decides whether local queues should be used in preference to remote cluster queues and the other decides whether the cluster choice by default is made per MQPUT or only at MQOPEN time.
What is the cause of the confusion?
