This should really only be done under specific direction of IBM after raising a PMR.

Did you read the last part of the technote?

You are not alone, everyone sees it. It's the designed behaviour.

If you have problems with that, you should -- instead of slowing down the whole broker with the dislaim option -- consider
- planning the distribution of flows accross execution groups differently
- scheduling mqsireload for the problematic or all execution groups
- changing the design of the problematic flows (large messaging etc)
