Is runmqtmc (start client trigger monitor) from an MQ client available on Windows? From what I read on the infocenter in v6 it was available on AIX Clients only for WMQv6.x.

Is the same true for WMQv7.5.x MQ clients on Windows connecting to WMQv7.5.x Linux? I could not find that same information and was wondering if it was updated in v7.5?

Yes. Check out the MA7K Support Pack:
http://www-01.ibm.com/support/docview.wss?uid=swg24000149

Although I don't see MQ 7.1 and 7.5 listed as supported versions, just MQ 7.0.

It would probably work fine for 7.1/7.5 as is.

I am assuming when the support pac starts it would connect to the INITQ?

It would connect to the queue manager.
It would open the INITQ.

Which ones controlled by the config file the support pack uses that you edit before installing/starting it.
