I would like to know how many developers in a enterprise can have MQ server installed on their workstation without violating IBM's license requirements.
Google 'MQ Developer Edition', identify the IBM site presented, then go read the information from their page...

You do need to comply with the licensing agreement. Seems inconsistent to me, but I just make the stuff go...
If you have WMB PVUs it is my understanding, that entitles your developers to install the whole stack on their developers workstation. That does not mean they can build channels to Qmgrs not on their workstation (and be legal). Open an informational PMR and ask.
