when an event is posted in its respective queue, i.e., system.admin.qmgr.event, system.admin.channel.event, can multiple apps look for the same event? if my monitoring app is looking for that message, can my custom app can get the event also?

All events are nothing but messages that have the information relating to the event that is generated. Hence "any" number of apps can read this message Unless NO App does a destructive get of this message.
Meaning which, your monitoring app should not do a destructive get for your custom app to process the same event.
