How can we Create WorkLoadManagement_Policy.xml in IIB9.

Have you looked at the documentation?

That link takes me to "Broker properties that are accessible from ESQL and Java". I assume that wasn't the intention.

Ashok, does your Integration Node has the WebUI enabled? I've only limited experience with Workload Management, but I found the Web UI made it very easy for me to create and attach a policy to have a play around with the functionality.

Or search for 'workload Management' in the V9 Infocentre.
There is a complete example. Look at it, deploy it, try it, modify it.
That is a very good starting point.
