I am looking for a queue attribute (or any other method) to determine the last time an empty queue was written to or read from. There are a number of ‘old’ queues within my environment and I am looking for a means to determine the last time they may have been ‘used’.

You can use a pcf command called "Reset Queue Statistics" and it will give the number of messages MQPUT/MQGET to the queue.
Every time you send the pcf command it will return the seconds since last
Reset Queue Statstics or QMGR restart, with the enqueue rate and dequeue rate and the max number of messages.
