IBM have an interesting technote regarding the requirement of BM to receive messages in sequence. Is this an example of IBM not following best practice for a Message Driven application?

IMHO, not really.

The note describes some cases where an END event message might arrive before the START event message.

If you are old and grey (like me) you will know all about this sort of problem from the days of X.25 with its PAD's etc.

Networks are funny things.
If you have multiple routes and multiple hops between the originating system and the BM system AND where the routes/hops are shared with other types of days then yes, you could encounter this issue. You encounter a form of 'elasticity' between point A and point B. I first saw this described in the Mid 1970's so it is nothing new.

Is this a problem with your environment?

There's a number of ways to resolve the issue mentioned in the technote, including the very first one that says "use the features of Business Monitor designed to deal with this situation".

There's a long list of versions of BM that the technote applies to, it may be fixed in versions newer than that.
