The DFDL specification does not use XSD 'all' groups to model unordered data. DFDL models unordered data using a sequence group with dfdl:sequenceKind='unorderd'. Members of an unordered sequence group are not restricted to maxOccurs=1. This was a deliberate decision by the DFDL working group - we specifically wanted to avoid that restriction.
IBM DFDL ( as used in WMB v8.0.0.2 and IIb v9 ) does not yet support unordered groups. IBM are aware of the requirement, and it is something that we would like to add to the IBM implementation at some point in the future.
