I want to migrate pub/sub from 6.1 broker to mq 7.0
I was unsuccessful , so can any one guide me .

What does it mean "unsuccessful".
Be *explicit* about *exactly* what you did, and *exactly* what happened.

This is the command I have used and the response which I got

migmbbrk -r -z -o -b WBRK61_DEFAULT_BROKER

The migration tool is about to retrieve the pub/sub state from
WBRK61_DEFAULT_BROKER. This can take a long time, depending on the number of
subscriptions, topics and retained messages that are defined. The migration
process will wait for a maximum of 60 minutes for the broker to respond. Please
do not interrupt the process before then, unless you are sure that there is a
problem.
None of the following subscription properties were encountered during migration

JoinExcl
JoinShared
NoAlter
VariableUserId
SubIdentity
SubName
If your subscriptions do not use these properties then no further action is
required. However if you do have subscriptions that rely on these properties
then you must upgrade WebSphere Message Broker and re-run the migration.

The problem is that you are failing to troubleshoot your own problem.

You say "I was unsuccessful " and then you don't explain how in any great detail.

You say "topics are not created in the MQ ", but you don't explain how you know that, or whether there was any additional information that may have explained that - like an error message logged somewhere.

It's also not clear that you understand that topic objects in MQ are entirely for administrative convenience, and not in any strict sense required in order to publish and subscribe messages.
