Information about the dead-letter queue and dead-letter handler may be found in the systems administration manual for your platform.

You can save it anywhere you want; the dead letter handler doesn't use it like a configuration file that's read at start up.
You might want to have a quick look at the documentation to see how it does use it before you try and use it. It will help.
