Hi,
Does somebody know if the MQSeries command 'setmqaut' is available as an API function (e.g. as part of MQAI) to be used in a program?

There is no such function that you could call directly.
You could though, using MQAI call the execute method to pass in the object name and what you wish to do, such as setting the authorities.

Hi again
It is my understanding that the MQAI mqExecute command only allows MQCMD_* commands to be used. 'setmqaut' is not in the MQCMD_* list! Also 'setmqaut' does not require the queue manager command server to be running!
Q: am I right? any other possibilities?

You are right. I dont think using MQAI you can do this. MQSET won't help you either.
The only alternative is to use PCF. But i have not done this myself before, so i am not 100% sure.
