Threshold value of error Queue reaches its limit?

Here I have a question, How error Queue acts when it's threshold value reaches its limit (piled up by error messages).
Eg : a.error.Q --> maximun threshold value is 1000
now this Queue is filled up with 1000 messages .
When 1000+1 messages reaches this Queue. How a.error.Q will act? will this 1000+1 message will be lost or 1st message will be lost??

Can any one clear by doubt??

And remember a full queue is a VERY BAD thing in a cluster, as it has the potential to slow down ALL communications with the qmgr hosting the full queue...
