It is free to write your own Java plugin to monitor aspects of your message flows and system performance.
It is free to write your own SNMP monitoring agent to monitor aspects of your system. Similarly, it is free to write your own code to monitor the MQSeries subsystem.
It is free to populate a database from Compute nodes with information that could be used to monitor the system.
I don't think there are any prewritten things available for free, but you could check the repository here.
Also, you don't say what operating system you're running WMQI on, nor what you want to monitor.
Depends what you monitor - since the inputs and outputs of MQSI are mainly MQ messages, you can use the free tools to monitor queues - there are plenty of these around.
As for MQSI plugins - aside from the support pacs - there are probably not many free ones around.
