Hi m able to validate Base64Binary data:)
Now when i'm trying to validate FLM(fixed length message), it's showing "XMLHandler::error reported from the Xerces parser"
i'm setting
<p:MessageDomain>MRM</p:MessageDomain>
<p:MessageSet>TEST_Validation</p:MessageSet>
<p:MessageType>msg_SampleRequest</p:MessageType>
<p:MessageFormat>CWF1</p:MessageFormat>. |

I'd love to help, but it's going to be difficult unless you describe what the error is. 
The snippet that you have quoted is almost useless. Please quote the error message *in full*. Look in Windows Event Viewer if on Windows. Otherwise please disconnect the debugger, take a user trace, and copy the text of the error into your next post. |

Looks like something in your message set is wrong. Apparently you have defined a repeating element with length 0...
