How to start and stop a qmgr on z/OS is documented in the WMQ for z/OS System Administration manual (and the equivalent InfoCenter).
There is no modify (F) command. However, from the op console, you can issue consoleprefix STOP QMGR
For example, if the console prefix is +CSQ1, then +CSQ1 STOP QMGR would stop the qmgr and CHIN.
