The error is clear. Troubleshoot your network!

Do what David Partridge suggested.

For the Eclipse update, use your HTTP proxy server

Please don't try to update the verios of Eclipse used by any Websphere Product unless the update is part of a FixPack or a Software Update.
IT WILL Break many of the IBM Supplied parts.

You can update any user installed version of Eclipse using its update method.

Every time you reinvent the wheel the more square it gets (anon). If in doubt think and investigate before you ask silly questions.

While, in general, ...

In this specific case, there was a specific need and documented procedure to upgrade MQ V6 Explorer's Eclipse base to 3.0.2 from 3.0.1 or whatever was installed so that the necessary prerequisites for the IS02 supportPac were available.

However, at this point in time, it's not likely that one should not have to deal with this.

If it is, however, one needs to download and install a full 3.0.2 eclipse and alter the MQ explorer cofiguration to run against that rather than the one shipped with MQ. But I believe that later FPs of v6 have resolved this as well.
