Which topic it is neceassary to listen to receive alerts?
This service "EAI_Publish_AlertUpdate" will publish alert to all subscribers,
but it is not know which topic to it is published.

You can't publish without specifying the exact topic you are publishing on.

You can't subscribe without specifying a topic string of some kind, but unlike in publishing, it doesn't have to be an exact topic name.
