By the way it says "code level 2.1.0" and "CSD" I have this terrible, terrible fear you really do mean MQSI.

Applying maintenance to that (if indeed you are) is like giving the kiss of life to a corpse. Which you've had to dig up first. Pointless and unpleasant.

IIRC (and it's been a while) that error means you're applying something like CSD 8 (or maybe 9) to 2.1; the installer for those CSDs didn't work that well.

You're doomed. But if you're still using MQSI, you were doomed before you started applying fixes.

If you're not using MQSI, please post what level of WMB you're using & the "CSD" you're trying to apply.

It is sometimes difficult to keep track of which name goes with which version:
  • MQSI - 2.0.x
  • WMQI - 2.1.x
  • WBI MB - 5.x
  • WMB - 6.x, 7.x
It's especially difficult for those who can't tell an MQ forum from a broker forum ...

You forgot WMQSI, which was MQSI without NEON.

As opposed to WBIMB-RF and WMB-RF, which is WBIMB/WMB *with* NEON.

I suppose one legitimate reason to patch an obsolete version is to bring it up to a level that migration is supported from.

However I could suggest not doing this and instead rebuilding and redeploying at a more current level into a newly created broker.
