When attempting to query workitems using a Global Container value, we can only see workitems that are not contained within a block. There doesn't seem to be any way to add a Global Container within a block. How can we get our activities contained within the block to be retrieved using the Global Container value?

What service level are you using?

I believe that this problem was addressed in SP2 for V 332.

John is correct, the fix is in V3.3.2 SP2. I was the one that found the problem and reported it to IBM.
