Wait until the deploy that is already in progress finishes?

Institute better practices that enable you to know who is deploying and when?

Restart the configmgr?

Stop config Mgr, Broker and broker database properly.
Make sure that all component stopped cleanly.

Then start in properly and check ur broker user log.

Then stop all any existing deployment going on via toolkit.if able to connect toolKit to Congif Mgr properly.

Then check ur Config Mgr db>> table CMSGFLOW --to see what is inside that table..do a select statement..
Contains records of the message flows that have been successfully deployed in the domain Deatils are in http://www.ibm.com/developerworks/websphere/library/techarticles/0706_lucas/0706_lucas.html.

if again not solved..paste the exact error details

re started below components.

BIP8099I: Broker: BRKR1 - BRK_QM
BIP8099I: ConfigMgr: CFMGR - BRK_QM
BIP8099I: DbInstMgr: DatabaseInstanceMgr6 -

I dont see brkr event log errors.

The service user id used to create brkr components is a member of mqbrkrs grp and has admin authority.

Event viewer error-
Error in initializing the NT security domain: return code 317; subsystem error code %3.

(BRKR1)A component of WebSphere Message Brokers is attempting to initialize the NT security domain for use as a supplier of user and group information, without success.

Check NT security subsystem documentation for the reported error.

1)Is that means, you never started the components sucessfully and not deployed any flows sucessfully.
2)If earlier it works fine and now have issues, then check in ur security sofware/windows team..is any thing holding by them.
3)Did u gave necessary permission with mqsicreateaclentry.seeme like u able to connect via toolkit to Configmgr/broker.
4)what is the OS veriosn/windows, also check did u missed any pre-requite before installing in this winodws env.
