Does the .ini file appear in /var/mqm/qmgrs/[qmgr_name]? Check the permissions of the /var/mqm/qmgrs folder(s).

Porblem is resolved.

permission of qms.ini was ok. its format was ok. but..................

/var/mqm directory was not under mqm:mqm ownership.
