If you are referring to Queue Manager, then you could do something like this. This may not be the best way to get around this. But it sure works.
Change your Queue attribute DEFPSIST for SYSTEM.ADMIN.QMGR.EVENT of the queue manager in question, to YES.
Restart your qm.
Now whenever you restart and stop your qm, an event message would be logged to this queue with the timestamp on it. You could restart your QM and compare the values for the 2 events generated at the time of starting and stopping the QM. If you want to do this programatically then you have to use MQCFH structure to achieve this.
