The last-line thing in Windows goes back to v5.3 (I don't recall anything from v2).

It works. 
I just simply added a blank line to the file RULES.RUL and executed the command :
C:\Program Files\IBM\WebSphere MQ\Qmgrs\TEST1>RUNMQDLQ DLQ1 TEST1 < RULES.RUL
2009-06-12 11.08.31 AMQ8708: Dead-letter queue handler started to process INPUTQ(DLQ1).
and here we go.
RULES.RUL contains:
Line1. REASON(MQRC_Q_FULL) ACTION(FWD) FWDQ(DLQX) FWDQM(&DESTQM)
Line2.
* Line2 is blank new line.

That is what took me about two hours to find out after I spilled about 200 000 messages in production.
