Is it a best practice?
Well , it all depends on your requirements.
IBM does not say that FRs should be in a separate system working only as a global directory of cluster queues.
They can act as a client QM or a server QM.
So this question may not be a valid one.

If IBM considered that to be general best practice for all clusters, they'd have explicitly stated it.
