OK, so if:

mqsichangebroker <broker> -f all

Turns on the new features after you install maintenance for your broker, then what turns the same thing on for the Configuration Manager.

mqsichangeconfigmgr <CM> -f

is not valid with the 'f' switch, but mqsiservice <CM> -v sure does report a downlevel effective level.

Hmmm, I see:

mqsireportbroker is documented for 6.1.0.4 but that is not GA at the moment.

mqsiservice <component> -v (or anything else) is undocumented. Therefore the mqsireportbroker command is the valid one and what mqsiservice reports for effective level for CMs is not relevant as it is just a pass through.
