What makes you think it could? an MQ API client talks MQ's "over the wire" protocol and is designed to talk to an MQ server.

Or have I missed something in this seemingly obvious question?

A JMS client can connect to a Universal JMS provider. Of course you need the adequate additional libraries. This way the JMS provider becomes pluggable.
